When a full export customs declaration is not submitted to HMRC (for example when reusable packaging is declared by conduct or orally) a safety and security declaration is required for exports from January 2021.
However, for the period 1 January 2021 to 30 September 2021 this requirement was waived for reusable packaging carried in Roll On Roll Off (RoRo) vehicles. The requirement for safety and security declarations on these movements started to apply from 1st October 2021.
